There are application circuits in HMC453 datasheet for some frequencies,How we can design a circuit for other frequencies that are not given in datasheet? Is there any procedure?

using any RF simulator u can draw the input and output impedance from the S paramaters

Try Ansoft Designer Student version. It is free, downloadable from www.ansoft.com , and has much more capability than you need in this case.

get the sparamter file , and import it to MWO

and plot the Z parameters , which is input and output impedance

and then u can design ur matching networks
