help:a ultra wideband antenna array with high gain
There are a number of antennas capable of your 3+ octave bandwidth. Vivaldis, spirals, and LPDs come to mind. The big problem is element spacing at the high frequency end to avoid grating lobes.
You don't say how much gain you are after or how much space you have available. A reflector with a broad band feed night be more easily realized.
Vivaldi array would be a better solution I guess. For basic idea take a look at this thesis:
