need some informations

i need to know how i can calculate the power
of transmitter through measuring current (in amperes)
and v.p to p of the output signal
can i do this?
another thing my scope is 20 mhz can i use it for
80 mhz any thing can divider frquency to see the time
of one pulce through the 80 mhz
