I think that the blocking signal refers to the blocking performing test case in the ETSI rec. Therefore, it should be a non modulated CW wave, as far I remember.

In GSM there are three key test that define the receiver performance:

Yes, beer can cause a major blockage in reading usable signals. That is why I only use a good quality Scotch Whiskey, such as a Glenmorangie. The test signals seem much clearer that way. I also keep a jug of Woodford's Bourbon in the lab--just for test emergencies.
