Does X band antenna have to be compliant with a determinate mask?

Hi to all,
I am studying a x band transmit antenna for satellite communication (geostationay satellites). I know that in Ku communications, the antenna has to fullfill with a determinate mask over geostationary arc (PIRE over geostationay arc). But I do not know if x band antennas has to compliance with a mask.
Can anyone help me, please?
