I designed many of Wilkinsons for different frequencies with different generations of Eagleware Genesys program. If you are carefull and know what you are doing Genesys provides excellent results that are very close to bench test. First synthesize Wilkinson with Genesys and with layout feature turned on. Then simulate with schematic simulators and then with EM Empower. Take corrections if necessary and you are done. Send Gerber file from Genesys to your PCB designer to add connectors and necessary parts and prepare documentation. Be very careful with resistor(s) between legs.
