need help in stepped patch

In my paper he used a stepped patch approach for uwb application
in this 9 dipoles is used ,each dipole is having different freq(in steps of 2Ghz)
operating range is 6-22 Ghz,a microstrip feed is used er=4.4,h=1.58......

wat is the difference between a truncated ground plane and monoploe ground plane
