I have worked on different type of cell phone jammers but all have VCOs which produce a disturbing signal I found this very different circuit on the internet please have a look

Without building and testing, it appears that the 555 switches the base of Q1 with a "ping". The ping in turn causes a ringing in the output tank, much as would occur in a frequency tripler used in a PLL. It looks effective though very low power.
Seems that you got a full-time job building cell phone jammers.
The one presented in the above link is for old analog cellular systems as AMPS or NMT. The digital systems as 2G, 2.5G, 3G or 4G, are probably immune to something like this.
