Please explain what is a TM00 mode

I thought the solution vanished for m=0, n=0 , am seeing a lot of publications related to optical waveguides, mention a tm00. Here's one that am referring to. I need to reproduce this using CST microwave but unable to find a mode that has Ex as shown in fig. 4.
