How to connect the RF ID number to a certain text and transform this text to speech?

hello guys,
i have a project based on rfid. i want to connect a reader to a pc and when i put a tag in front of the reader,a i should hear a voice from my pc loud speaker.this project can be used to help blind people.my questions are:

how can i connect the id number to a certain text and then transform this text to a speech?what kind of programing language or software i should use?how can i start?
