Check which library has this journal then go to the library and copy it.
British Library has almost all the journals. You can buy it from their web site. But I feel it is expensive.
You could try emailing them for the paper. I've done it several times and they never fail to send it to me.

I think you are out of luck. They only have archives going back to 2003 at this point in time.
