I observed that for the radio antenna line, it is connected to a quarter wave circuit and to a Balun. I want to know what's exactly the use of the quarter wave circuit? its basically is a series inductor and 2 capacitors before and after the inductor. what is the advantages and disadvatages of the circuit?

The quarter wave line turns a voltage source into a current source. This was widely used in AM band broadcast antenna phased arrays.
when you mentioned turns a voltage source into a current source, does it means changing open circuit into a short circuit?

The electrically 0.25lambda long transmission line obeys:
Zload*Zin = Zcable^2 (lossles cable).
So an open circuit at the end of a 0.25lambda line results in a short circuit.
In the practical case there are losses and the reflection from the end doesn't cancel the voltage wave at the input fully. So in real world it will not be a short circuit.
