RF modules 433,92 MHz, difference between PLL and SAW oscillator

Hello guys,

I would like to ask you question about following RF modules:

the first one is:

and second one:

First one has output power about 2 dBm and uses PLL oscillator
and second has output about 28 dBm what is much more then first and uses the SAW osc.

Can somebody explain me the difference between these two transmitters please?
Why the output power is such different?
Is the SAW oscillator on second one reason for higher power output?
Are these modules compatible in that way if I would use the same data output from MCU to the transmitter input?

No, I don't think in this case the output power have something to do with the type of the signal source.
I think is just the manufacturer choice what approach to use for different module types.

As an additional difference, 26 dBm isn't admitted for license free operation in 434 MHz band in the ETSI region. There's a limitation of 10 dBm ERP (effective radiated power) for < 10% duty cycle respectively 0 dBm for 100 % duty cycle.
