I need an inductor 0.07nH and 1.37nH at 2.4Ghz.(er=4.5, h=30)
It is possible to achieve these values with microstrip?

To get exactly these values is almost impossible, due to tolerances of the system.

Yes possible,
0.07nH is almost shot or just a via.
1.37nH may require some length.
use a simulator like ADS and find out the W and L.
I guess these values are part of LNA design.
As Vfone mentioned exact valus may not be possible but you can get almost near value and your system can handle this error.
So go ahead

geting 0.07 is very difficult task, but you can have more tolerence in the 0.07 !?

0.08nh=via + optimiz.
1.42nh= high impedance line, βL<<<<λ/4 + optimiz.

You can still achieve the inductance of 1.37nHas you already got 1.42nH.
I strongly believe that even a reasonable tolerance in design of a component will not lead into system failure unless that component is with high sensitive.
I guess 0.08nH is OK with your design.

i was wondering, how could you measure the inductance of microstrip line?
because i am doing the same thing a you, but i'm in reverse, i need to convert microstrip line back to inductor or capacitor (component)

People use to measure it with a network analyzer. For a fair estimation, measure the microstrip geometry as exact as possible and put it into a microstrip calculator software.
