Practically impossible..
Flatness is amazing... Return loss is very tight for whole band..
Distributed amplifiers can not give you those specifications...
Gain ripple within +/-0.1dB might be too severe.
But more wide frequency band distributed amplifiers have been used as Submarine Optical Transimission Amplifier.
Their gain ripple is within +/-0.5dB for more wide frequency range.
We talk about 21 octaves bandwidth...
No one can realize this amplifier with these specifications..
Distrubuted amplifers are really sensitive structures.The matching between the active parts can not be realized even they are selected carefully.
In additional to this, temperature effects will shift the characteristics and return losses will be very poor..
The layout of this amplifier is not practically possible...
The distributed amplifiers can be realized upto 8-10 octaves bandwidth..
Remember Fano's limits...

Resonance of Package Cavity causes degradations of frequency flatness.
Specification for S11,S22,S21 in this thread can be satisfied easily, if frequency range is DC-10GHz, although S21 is 9dB not 10dB.

Specifications can be satisfied there.
I did Peer Review of this paper in 1993.
And author of this paper gave me more detail presentation after ISSCC 1994.

You seem to be not familiar with "distributed amplifier".
Again this amplifier is pratically used in NTT(Nippon Telegraph and Telephone Corporation) of Japan.
"distributed amplifier" under 10GHz is not so rare.
They are used also in broad band oscilloscope.
Almost all developer of "distributed amplifier" have used special devices extensively without exception.
To begin with, "distributed amplifier" itself is very special amplifier.
Again you seem to be not familiar with "distributed amplifier".
