micropower 3 or 3.1 ghz LO Source

Is anyone aware of some off-the-shelf micropower phase locked oscillator in approximately 3.0 to 3.1 Ghz (only need one fixed frequency). Was hoping for something in the 2v 5 ma DC power range max.

I could also use a saw or baw oscillator free running instead.
