Reflection phase V.S. Substrate Thickness in Reflectarray?

For reflectarray antenna design, a wide reflection phase range is needed. For a traditional microstrip reflectarray, thin substrate provides a wide reflection phase range. Why? What's the relation between them? Thanks for your help.
