Attached is a GPS antenna. And it have some vias, I think its purpose is for drainage.
Is it possible to change the vias and not change the performance of antenna?
If possible, is it OK to make the vias random?

I think the vias should be at the edge of the slot, but the position can be random, am I right?

Antenna could be patch or toher type of aperture under the radome. The rings could be just chokes, reducing the leakage current. If so, you can move the holes around without losing the performances.
The antenna is a scalar feed. The ring troughs are chokes to help form the beam pattern. As long as the troughs have total conduction surface it does not matter if there is through holes or not.
Right, rings are the beamforming elements. Hole size is negligible relative to GPS signal wavelength, so they didn't degrade antenna performance.
