30 Db coupler design in empire XCcel

hello guys,

Can someone help how to design a 30 db bi-directional coupler ?
Frequency range 0.8-2.6 Ghz
substrate parameters ER- 2.38
thickness, T - 1.17 mm
tan alpha- 0.003
I want to the best physical parameters ? I am going to design the coupler in empire XCCel.
