Layout Layers & Ground

Hi All,
I'm trying to design the layout of the below figure just for practice, but i dont understand to make the layers on ADS. I'm new to ADS.

It seems to me that the feeding transmission line is below the ground plane ?
Ground place also seems to have a definite boundary.


I would really appreciate if you can let me know the steps of how to make this layers on ADS Substrate layout.

If we have to make a ground plane of a given length ( say X x Y mm) , how to do that on ADS Layout ?
Please guide.
