As a very general rule the size and bandwidth of a patch antenna decreases with increasing dielectric constant.

Can you suggest me a GPS Patch antenna(I want to buy, not to design) with minimum possible dimensions?
Atpresent I have patch antenna with 25X25 size.I'm looking for smaller than this size.

I have not been watching GPS manufactures so I do not feel like I can make a reasonable recommendation. You have not said what you need in any detail so it would be just dumb luck if I was to hit one that turned out to be useful. You might want one for a supersonic aircraft or you may want one for a handset. You can imagine how the two might differ.
I would however caution you about reducing the size of your antenna as this may degrade the performance to a degree that your link becomes unreliable. The antenna will degrade. The question is how much will your application tolerate. Pay particular attention to both the"antenna" and "groundplane" dimensions. In my view thay are really not separate issues (the groundplane is larger). Sales information likes to cite only the smaller "antenna" dimensions and is often mute about the groundplane. This can be very misleading. Also watch out for directivity vs. gain or "peak gain" citations without overall pattern descriptions.
Decide on your performance requirements. Gain, P-code and CA-code? field of view? Active elements? Cost? Environmental constraints? etc. and once you have a requirements framework established it will probably be relatively easy to see what will work and what will not.
Electrically small antennas usually require significant performance compromises. If your application really needs a small antenna go for it, but if you can use a full size antenna your link will thank you.
If you want just one or two take a look at Garmin or Magellin to see if they have one that will work in your situation.
