Help in understanding South Africa Spectrum Requirements

Hello all -


I am wondering if someone would be able to assist me in wading through these regulations. I seem to have found an inconsistency in the regulatory documentation that I cannot resolve.

I would like to deploy a sensor RFID device in South Africa. If a threshold on this sensor is reached, I would like to transmit a Short Range non-voice/non-video signal, ideally on 868 MHz. I expect the device to be in a transmitting mode much less than 0.1% of the time.

The Independent Communications Authority of South Africa has a detailed regulations document on this subject: http://www.icasa.org.za/Portals/0/Re...s/RFSR2015.pdf

On the bottom of page 70, under 865-868 MHz, this document states that the maximum ERP is 2 W, which is well within my device's specifications. The 865-868 MHz line on this document also spells out Additional Requirements, including CEPT/ERC/REC 70-03. My application will have an E.R.P. of around 530-800 mW. My application does implement Listen Before Talk and does not utilize Spread Spectrum Techniques.

I believe either Annex 1 or Annex 2 is applicable to my application; however, neither of which seem to allow an E.R.P. above 25 mW.

Page 53 refers to EN 302 208 on the matter of 2 W 865-868 MHz. This document can be found at: http://www.etsi.org/deliver/etsi_EN/...01v010401o.pdf

It seems that this is limited to animal tracking at this power level?

Am I misinterpreting something in these documents or doing something else rather silly?

2 W ERP for UHF is also permitted in other standards e.g. ETSI, in so far it sound like a reasonable specification. Similiar power levels are required to access passive tags over a certain distance.

Regarding priority of regulations, you can assume that the specific determinations in the national document come first. "Additional requirements" can't rule out explicite specifications.
