Why can't an electromagnetic wave pass through a conductor with finite resistance?

hi..can anybody tell me why does an elctromagnetic wave cannot pass through a conductor with finite resistance?..with some detail plzz..awaiting your feedback..thanks
of course in any conductor with finite conductivity we have an skin depth but in ideal conductor I mean with infinite conductivity because of that intristic impedance of a ideal conductor is infinte
thus EM wave can not pass through conductor.
