Why some waveguide's b dimension is less than half of their a dimension

e.g. WR90 (a=0.9", b=0.4"), WR112 (a=1.122", b=0.497")...

Understand that normally making b=a/2 is to push TE01 as away as TE20, why there are some exceptions?
