where should i get my work published

hi all
I am from India and i am working in field of antenna design
Here a lot of journals demand a lot of charges to publish the work
can u recommend me some good referred journals which do not cost much

IEEE is what all ECE engineers read and refer to. How much does it cost to post journals there? I think its free from what Ive heard from my classmates.
