adding substrate to the ground plane of dual pifa ant

i want to add a substrate to the ground plane fr4, so pleas if you know how , check my design first and help me to add the substrate to the ground plane. is it also possilbe to add substrate to the radiating plane also?

operting freq 2.4 and 5.5ghz
