how to lef EDI blance scan tree properly

in my design ,I had set max -fanout option in sdc to 32 , and max transtition to 1.5 ,
but after prects , I found some transtion problem with SDFF SE pin ,
for example , I set max tran to 1.5 , but some of these se pin to 3.2ns ,
details pls see attached pic .who can tell me how to down this tree fanout ?
