Troubleshooting: Use the DFII Technology File Tool Box to define the layer correctly in the prRoutingLayers class, The layers must be
specified from lowest to highest otherwise the technology check might indicate they are in the wrong order.
Note: if the layers are in the wrong order, you need to define the vias in the bottom-up order; first layer bottom, second layer cut,

tf里面写的不是特别适合lef产生，只能说，挺烦的
为什么不适合呢
virtuoso tf一般写出来不是完全为了abstract产生lef用的， 只要layout flow ok就行了，因此问题会多些
