ICC TIE_connection

在ICC 中 Place Cell 后报告Max_cap vio，分析是Tie Cell 的Fan Out太大（有的大于200），可是ICC就是不给优化。对Tie Cell强行设置一些严格的Attribute（max_capfan_out，再次优化还是没有改进。高手们有何妙招解之，拜！
