Antenna array and VSWR

I am designing an array of meander antenna (2 * 16). The VSWR is in the range of 3 to 10. I want to reduce it to about 1.5.

Can anybody suggest me some idea how can I achieve a lower VSWR for my array.

You have to tune every element of the array first.

I m using IE3D. Can u plz tell me how to tune the elements of the array.
