How to Design Filter in IE3D

Hi....I want to design the attached filter in IE3D. Could someone help me with the design and simulation procedure

Create the structure (Draw), Define the frequency sweep, & then define the Substrate material properties such as Er, Losstangent, Substrate height...
& then finally simulate...
