I need to know if this design works

I intend to use it for 1296MHz without the output filters.
What scares me is that there is no power supply to switch the diode on. It seems he has connected the diode directly to the transmitter without using a capacitor and the diode is somehow switched by the transmitter signal?
Is so will it work on say 10mW of power?

There is missing the bias of the PIN diodes. Without DC bias they behave as a modulator instead as a switch.
