Selecting appropriate substrate for high power

Hello everyone,
I'm designing a high power beamformer (Rotman Lens), but am stumped as to what I should look for in a high frequency laminate to mitigate power loss through heat, and have high power handling capability. Clearly, I want the loss tangent to be low, but what about thermal conductivity?
Basically, I want to make sure that if I input the maximum alotted power through a SMA connector, the substrate doesn't get too hot and burn.

High power is Vague word!
is it 1W or 1000W?
If your power is continuous then I think substrate will work for few tens of watts or if it is pulsed then it can up to hundred of watts.
I know few good substrate makers
1) Taconic
2) Rogers
If you have specific requirements I think people will make it for you?
Not only substrate but also the Cu thickness on the substrate matters.
