fcc part 15.247

Hello,
I have a system which i'm trying to comply to the "digital modulation" FCC part 15 section 247(c). my question is: is there a constrain on the data stream input to the transmitter? moreover, can i use a pseudo random bit stream in order to measure the power spectral density?
