s11s22 at centre freq but s21 max gain at another freq

hi guys, I manage to optimize the s11 and s22 at the centre freq 4Ghz, but my s21 max gain appears at 2Ghz... what happened? I using a current reuse technique
series inter stage series resonance..the front end uses a high pass filter..
