Are the ANTEM 2010 articles going to be published in IEEE?

Hi friends,
I send an article for ANTEM 2010 in Canada, and fortunately it accepted. I wrote name of my master as first author. He promise me to present it, but now he says cannot go!
If I register in conference, do you think it publish in IEEE?
