Why thermal transient considered in pulsed bias conditions?

I'm reading a paper about WLAN PA under pulsed bias conditions. But I don't understand why the signal transient during first 10-20us is related to thermal transient. And why R-C network is used to fix this issue? I appreciate any comments.
