Power emission mask calculation

is the calculation this way correct.

If by following table 8.1 at the link shown below,

Spectrum Management and Telecommunications - RSS-129 - 800*MHz Dual-Mode CDMA Cellular Telephones

(b)&(c) specs are taken into account because it is more relax.
cdma baseband is 600KHz so RF band is 1.2MHz so based on the specs for 30KHz resolution, the specs will be -60 + 10 log(1200/30)= -43.98 dBm

and

based on the specs for 1MHz resolution, the specs will be -55+10 log(1.2/1)=-53.93dBm

If the calculation above is correct and by following the specs of (b)&(c) then

the emission mask will be like what is shown below,

900K~1.385MHz = -43.98dBm
1.385MHz~1.98MHz = -53.93dBm
1.98MHz~2.465MHz = -43.98dBm
>2.465MHz = -53.93dBm

this power emission mask becomes very strange? how come the power level would be up and down and up and down?

any comment?
