if an inductor also stops RFac from flowing into the DC stem why use a quarterwave transformer instead. What happens to inductor at RF do its characteristics change?

inductor has its SRF, exceed this freq, the inductor is a capacitor.
So inductor can be used at low freq, 1/4 lamda used at high freq.

It also depends on what bias current you expect through the inductor. Typically chip inductors can only get about 1Arms max.
