That does not sound like a simple combiner. I think they are talking about diplexer filters combining two different frequency signals with no loss onto the same antenna.
If you just use a standard waveguide power combiner, you will have 3 dB of loss, which is too big of a noise figure hit for satellite communications.
And how can I do simple 3dB combiner? :)
A simple waveguide T junction will act as an approximate 3 dB combiner/splitter:

A slightly better combiner would be a "magic tee", which has 4 waveguide ports, and you would put a waveguide load on the unused "isolation" port:

They do make official 3 dB waveguide couplers--two pcs of waveguide welded together with a series of coupling holes between the two, but they tend to be more expensive:
