Yeas, using a frequency counter is the best way to precisely measure the oscillator frequency.
Be sure your counter is preheated (switch it ON at least 2-3 hours before starting), that its reference oscillator is in a good condition. The tested oscillator should be powered from a regulated DC power supply.
The most interesting part is the heat-up of the tested oscillator, after 1-2 hours, you can also follow its frequency as a function of ambient temperature.
Thank you, does frequency counter directly gives the result in ppm, or should I try some measurement tricks and make some calculations?

If you have a 1 MHz oscillator, and it drifts 1 Hz, you have 1 ppm drift
