How can i pre-set-up enviroment of Spurious emission for FCC certification

I'm interest in FCC Certification item
So i'd search some reference data from internet and reading some TIA603-C standard

Some question need clearly understand.
At testing for spurious emission needs 3m to 10m chamber site by radiation Method and some equipment set-up like as below picture.


How can i pre-test at laboratory by using conducted DUT method?

Do I need LPF or HPF Circuit to measurement full span at 10MHz to 10GHz
