What frequency resolution can you expect in PLLs for UHF range?
I have an integer PLL, with 10 MHz clock and 14bit R-counter. Do I understand correctly, that I can get a frequency resolution of 10e6/2^14 = 610 Hz? If not, what are the options for synthesizers with ~1kHz frequency resolution in this range.

Check the synthesizer chip. It should be 10M/N=VCO/R. The N is limited, not so high. What is your chip?
You can use DDS to achieve 1Hz freq resolution.
The VCO in question is AD4360-7. Are there DDSs for such high frequency range? (UHF).
You can use freq divider or mixer to reach higher freq for DDS.
