Only gamma photons with MeV energy can generate neutrons in a suitable target, e.g. Berryllium.

Traditionally, MeV photons haven't been categorized as x-ray. Now, x-ray is apparently describing the generation method rather than an energy range. In his sense, x-ray can of course generate neutrons.
