Cheapest and simple IC combination for 4..6GHz divide-by-1xxx prescaler?

is it an optimal solution? I googled some solutions, but they focus on 1000 division factor. I do not need an exact by-1000 division, something around it will be great. So i guess there may be possible better solution.
