RLGC plane modell: propagation delay?

if we modell a powerplane with RLGC-grid unit cells, then how will it model the propagation delay between the cells? will it be zero? so ground bounce waves propaget at infinite speed in this modell?
if i wan to modell a plane, do i have to extend the RLGC-grid modell with lossless transmissionline componets too (in series with R and L)? what would be the Z0?
