Need help with simulation of Neg Refraction

I have been trying to simulate negative refraction using rsoft fullwave and MATLAB7. I am considering the datas given in the paper"All-angle negative refraction without negative effective index" (PHYSICAL REVIEW B, VOLUME 65, 201104(R)).
But I failed to achieve the same. I would appriciate if anyone can solve this problem or suggest something.
