ADS momentum surfaces question.

Hi guys.
I'm quite newbie in ads/momentum and not having much time to solve a problem.
I've to design simple ustrip to cpw transition. After few searches i found quite good solution which is VIALESS (not physically connected grounds between ustrip and cpw).
In attachement is a picture of this structure.
My question goes like this:
How to define such surface in momentum, that allows me to draw the grounds in top and bottom of this structure ? :] And second question: how to switch then between these two layers.
