How to check effectiveness of EMI / RFI filter

How to check effectiveness of EMI / RFI filter?

Easiest is to use an oscilloscope to monitor the waveforms before and after the filter to see how effective is it.

Here Enclosed attachment is E.M.I filter I/p voltage & E.M.I. Filter o/p current. There is spikes on the o/p current of filer. Here i/p current is spike free.

How to find out from where spike is generating?
