Motorcycle security or safety project based on EMT concept

hi guys..I have this project like I state in the title, I plan want to do a smthing about motorcycle safety on the road, which is when it traveling over speed limit of the odometer, the motorcycle will be slow down. It works when a sensor that we put on the odometer sense the speed indicator passing through, it will turn on a relay and from relay it will turn on a set of magnet. This magnet will produce an EMT field. This EMT field is used to slow down the motorcycle not stop it. We can put the set of the magnet at the front and back of the motorcycle tire frame..Is this project can be done guys?Idea or suggestion are welcome..thank you..
